iACT operate on EDSA, to enforce the exclusive lane created for commuter Buses plying the EDSA Carousel Route.

According to iACT, the majority of vehicles ticketed during this operation were red plates or driven by uniformed personnel.

Due to the low number of buses currently using the lane, iACT temporarily allowed properly marked Government Vehicles, Police Convoys and Ambulances to also use the bus lane.

Per MMDA, the only vehicles allowed in the bus lane are buses. It’s not for red plates, frontliners, VIPs etc.

You may see DPWH/MMDA construction trucks using the lane while they continue to build the MRT bus stops. And you may see enforcement vehicles during bus lane enforcement operations.

They don’t want ambulances passing through there. But from what I’ve observed, they’re not apprehending them because they could be responding to a life and death sitution.

When there are more buses using the lane, it will be dangerous for ambulances to use it because they might get stuck, with no way to exit the lane.


The bus lanes are extremely busy with ambulances at the start and end of the work day. There are various allegations that ambulances are being used as express taxis for VIPs and even for colorum transport, bringing workers into Metro Manila via SLEX and NLEX. These allegations are hard to verify because no one wants to stop and delay an ambulance, just in case it’s responding to a genuine emergency.
